0.10版CompleteuserとDecorator Pluginの改修

社内からのリクエストと運用の手間を考えて、0.10版CompleteuserとDecorator Pluginを改修しました。*1
チケット変更履歴の文字色を変えるプラグインその２: 気の向くままに・・・を参考にIniAdminPlunginに対応させました。
これでtrac.iniを直接編集せずに設定変更できます。
ただし、アイコン化レポートについては面倒だったので非対応です。
